Case StudY Collections

recognizing skills and experiences by implementing learning and employment records as digital verifiable credentials

Prepared By: Kelly Page (LWYL Studio) - September 2025

The Case Study Collection highlights real-world examples of how Learning and Employment Records (LERs) issued as Verifiable Credentials (VCs) using open standards and protocols are being implemented across diverse sectors to support skills-based hiring, career mobility, and inclusive pathways for learners and workers.

Each case study documents the strategies, technologies, and partnerships that made these pilots possible, offering practical insights into what it takes to design, deploy, and scale verifiable credentials and interoperable systems. From incarcerated individuals building digital skill records to healthcare employers and workers using verifiable credentials for background checks, the collection showcases both innovation and impact in action.

Designed as a resource for project teams, employers, technologists, issuers, and policy makers, the collection includes detailed narratives, technical implementation notes, and participant engagement strategies. Each case study also has a custom interoperability profile appendix. Use the table to explore and filter case studies based on scope, sector, industry, focus, and more.

Whether you're launching your pilot or seeking inspiration from the field, this collection serves as a foundation for learning, collaboration, and action.
